        Organizational capital that thinks of investing as a strategic resource is limited and has a competitive and sustainable value for the organization. The purpose of this article is the effect of organizational capital in determining the organizational capital that can be achieved by using the system management method, executive processes and procedures, knowledge management and organization. This research was applied in terms of purpose, descriptive-analytical survey research method, descriptive information collection method and quantitative data type. The statistical population of managers, senior experts and researchers in the field of science and technology of a disciplinary research institution, the number of samples of this research was 169 and were selected using random sampling method. Cronbach's alpha coefficient was used to measure the reliability of the questionnaire and its value based on the first 20 questionnaires was 0.959, which indicates the appropriate reliability for the questionnaire. Using factor analysis and structured equation modeling, research hypotheses about the components and indicators of organizational capital were examined. Statistical tests of correlation show that the components and indicators have significantly explained the organizational capital. Also, organizational capital has had a significant impact on the achievement of macro-strategic goals. The proposed model showed that organizational capital can be explained through four components of systems, knowledge management, culture and organizational structure along with its indicators and also expresses an interpretation of the development and excellence of science, technology and innovation of research institution by organizational capital.         In the model of Knowledge-Based production, knowledge and innovation are the most important factors of production; therefore, knowledge and innovation are the main keys to economic growth and development. The process of production of knowledge and innovation require groundwork making; This paper examines the effect of three factors, research and development expenditures, and education expenditures also the infrastructure of information and communication technology, on the production of knowledge and innovation. The purpose is to identify the path to realization of the knowledge-based economy in order to policy making for its realization in the Iranian economy. The extent of patents is considered as an indicator for producing knowledge and innovation. The countries under this study are 23 OECD member selected countries. For modeling, panel data method in Eviews software is used. Finding a positive and meaningful relationship between the three variables of research and development expenditure, training and technology infrastructure with the amount of patents, is the result of this research. The results of the calculations show that these three factors are very important in the process of producing knowledge and innovation, such that the lack of attention to them will actually lead the production of knowledge and innovation to the serious obstacles. Also, the comparison between the descriptive charts of the data for these three variables for Iran and the selected countries suggests that it would not be desirable in Iran. Manuscript profile

        The rapid growth of cities and gaining them from the municipalities and resources has made appropriate services for these organizations to a great challenge. As a result of developments, public organizations including municipalities are affected by internal and external factors, structural, cultural, economic, social and political. Therefore, unban managers as head of the city's leadership pyramid have the heavy task of creating harmory between the parts that govern the city. In study aimed to investigate the effect of environmental uncertainty on the performance of the Isfahan municipality in considering the mediating role of innovation and strategic orientation. This research is of descriptive-analytical nature in terms of type and nature, and in terms of purpose, it is a type of applied research. The information gathering method is survey type (using a questionnaire) and a hypothesis type. The model has been tested through data collection from the sample of 193 listed among the managers and directors of Isfahan municipality and using partial least squares method (PLS). Findings show the negative and significant negative effects of environmental uncertainty on municipality functions. The strategic orientation also reversed the relationship between environmental uncertainty and municipality functions, but the moderating role of innovation was not endorsed. Accordingly, some practical suggestions have been developed to be applied bay managers. Manuscript profile
